Get to Know Us

HBC & Associates is one of the longest Architecture and Engineering Firm in the CNMI. It was established in the 1990 when the CNMI was still young and developing robustly.  Small and large scales of construction activities could be seen just about anywhere on the island of Saipan and the two outer islands (Tinian and Rota) in the CNMI.

HBC & Associates are involved in a wide range of areas within the construction industry.  Our professional engineers are extremely knowledgeable and have extensive experience in Architectural, Civil-Structural, Mechanical and Electrical design of private homes, public buildings, hotels and commercial and industrial buildings.  HBC & Associates has joint-ventured with other international consulting firms to provide consulting services for foreign investors most complicated and high profile projects.  Under his leadership and direction, Mr. Cabrera has ensured that quality building designs have met its requirements and that the federal and CNMI building codes and standards were complied.

HBC & Associates is a multi-disciplinary A&E firm that provides comprehensive planning, designing , consulting and construction management services for a variety of projects as well as conducting environmental and building condition assessments.  Many of its projects were located on premises that either have never been urbanized by human or contain significant historic value.  However HBC & Associates and its environmental/regulatory consultants have successfully performed environmental assessment acquiescent with NEPA and ESA Section 7 standards, and the secretary of the Interior’s Standard to conduct restoration assessment on historic building.

Architect

Herman B. Cabrera, AIA is the President and Principal Architect of HBC & Associates.  He has a Bachelor Degree in Architectural Drafting Technology and Design from University of Hawaii.  He has over forty years of project management and architectural design experience as well as extensive knowledge of local cultural projects.  More importantly, Mr. Cabrera is familiar with the local climate, soil conditions, island setting, local agency procedures and regulations and construction management techniques.  Thus, Mr. Cabrera provides his clients architectural designs that are inspiring, affordable and aesthetically pleasant to our island tropical atmosphere.

 

As Project Manager and Lead Architect, Mr. Cabrera ensures that his selected and assembled professional team continuously work in accordance to the prescribed services and tasks, and to deliver the contracted project within the required project schedule.

 

He has completed architectural work for educational, institutional, commercial, religious, special use and corporate projects and has proven abilities in management, staffing, team leadership, production, creative problem solving and effective budget/cost control.

 

Mr. Cabrera is a registered Professional Architect in the CNMI.

Our Associates.

HBC & Associates in association with other firms (sub-consultant) is experienced and have the staff and resources to successfully complete every project and more importantly to realize the project’s design objectives.  These objectives include certification of the constructability of the selected site based on the biological, historical, geological, geophysical, hydrogeological, land and topographic field survey reports; development of proper mitigation measures for the conceptual design on the proposed site and preparation of the final design for the approved site and development of the project’s cost estimate.
